MEPCO Solar Net Metering and Net Billing (2026)

Rooftop solar still cuts bills in South Punjab, but the rules changed in 2026. New solar users are now on net billing, where exported units earn a fixed buyback rate instead of offsetting imported units one for one.

MEPCO Solar Net Metering and Net Billing (2026)
Quick answer: NEPRA’s Prosumer Regulations notified on 9 February 2026 moved new solar consumers from net metering to net billing. Units you export earn a buyback rate of roughly Rs 11 per unit, while units you import are billed at your normal tariff. Agreements signed before that date were later protected until they expire.

Net metering vs net billing

Old net metering Net billing (2026)
Exported unit Offset one imported unit Paid at the buyback rate (about Rs 11)
Imported unit Netted against exports Billed at your full tariff
Best strategy Export as much as possible Use your own solar during the day

Who keeps the old terms?

After the February 2026 regulations, a follow-up amendment exempted consumers whose net metering agreement was signed before 9 February 2026, so their existing contracts stay valid until expiry. New applicants and renewals follow net billing.

How to apply with MEPCO

  1. Choose an authorised installer (a vendor certified to handle net metering cases) and size the system to your sanctioned load.
  2. Submit the application to MEPCO with your CNIC, latest paid bill, system design and equipment details. MEPCO publishes its net metering procedure (SOP) on its website.
  3. Technical review and site inspection by MEPCO.
  4. Agreement and green (bi-directional) meter: pay the meter cost, sign the agreement, and the meter is installed.
  5. Billing: your bill then shows import and export readings.

Does solar still pay off?

Yes, mainly by using solar power directly. Each unit you use yourself during the day saves a unit at your full tariff, which for non-protected homes is Rs 22–47 per unit before taxes (see tariff rates). Exporting surplus now earns much less, so shift loads such as water motors, washing and AC pre-cooling into sunny hours, or consider batteries.

Net billing bills list imported units, exported units and the credit for exports. Check them every month on your online bill.
